I am sure you can do something like that, a bit of PS or the GIMP.

what i mean is i'm not that good with GIMP.

I personly find Photoshop easier, how are you with that?

I like GIMP but haven't really used PS

I personly prefer PS but it comes at a cost whereas gimp is free

Yes, and GIMP can do some things that PS also can, but PS often makes it more complex, which also is a good thing as this complexity is always caused of more options.
But I miss being able to resize a selection like in The GIMP, where you could drag in handles of it, and I still haven't figured out how to resize a selection like Grow/Shrink.
Wish there was a proper Mac version.

To resize a part in photoshop just select a part of the image and Command T
or if your using Windows Ctrl T
